New fish tank stocking?

ok so next week i get a new fish tank. its a 29 gallon. i will be taking my old fish out of my 14 gallon and put them in the new one because my 14 gallon will be going to my brother. after its dont cycling i will put my oto catfish and my 4 zebra danio and my 3 black neon tetra. can i add like 3 more otos and 2 danios and like 3 black neon tetra and then some regular neon tetras? so then it will be 4 otos 6 blk neons 6 danios and 5 or 6 neon tetras? it will abide by the 1 inch per gallon because the catfish get to like 1.5 inches max. the neons are lucky to get an inch the danios get to like 2 inches and the blk neons go to an inch
