Why is Mike Williams wearing #1?

I was watching the Seahawks play and I noticed WR Mike Williams wearing #1...according to the NFL standards for numerical designation for jerseys, wide recievers are allowed 10-19 and 80-89...if they let Williams wear #1, shouldn't Reggie Bush be allowed to wear #5 again? Maybe it's just me but Goodell needs to be more consistent with his decisions I.e suspending Roethlisberger but not Vince Young
