good question. All emergency services will arrive! police,fire,ambulance in all cases. sometimes the fire department may get there quicker then the ambulance and they are trained as well in health emergencies. Police will always be called because if you dealing with someone who slit their rists, that means there is a knife involved. All precautions have to be taken.... especially when entering a dwelling. and they always need to create a zone around whats happeneing so no-one tries to interfere. For you example on someone who is ontop of a building, it would be wise to call the fire department as well because they have ladders and such. anyways everyone who tries to commit suicide will be brought to the hospital where intervention workers can help them out.
